Welcome to
the Points of Emphasis page for basketball for the South Carolina
Basketball Officials Association. The purpose of this page is to
communicate information to all basketball officials regarding items and
issues that need to be addressed in connection with basketball
officiating across the state. This page will be published on an as
needed basis.
Commissioner's Notes - Once again, varsity games must start on
time. Completion of sub-varsity games MUST end in time for the
varsity teams to have a proper warm up time. 5 minutes is not a proper
amount of warm up time. Do not shorten the warm up time! Shorten the sub
varsity games!
Jerome Singleton has approved the color pink for
headbands and wristbands during the week of January 24-30 in recognition
of Breast Cancer Awareness Week. Pink whistles are also permitted.
Ejection reports are required for all levels (middle school, sub-varsity
and varsity) and need to be submitted on time (by 12 noon the day following
the ejection).
Traveling - Two examples of players not starting their dribble in a
timely manner are shown below. In Play #1 #23 catches a pass and establishes his left foot as his
pivot, executes a shot fake, steps with his right foot and picks up his left foot before releasing the ball to start a dribble.
Ruling: traveling violation. In Play #2 the post player catches the ball
with both feet on the floor. He then picks up his right foot establishing his right
foot as his pivot. He then puts his right foot back on the floor while picking
up his left foot and stepping towards the center of the lane. He then pushes
the ball to the floor to start a dribble. Ruling: traveling violation.
Free Throw Lane Violations - It has been reported that, in
some areas, it appears that the rule is that players along the lane can
enter the lane as soon as the ball is released. This is the rule in
college. Of course, this is not true for high school. Players may not
break the plane of the outside edge of the free throw lane nor break the
plane of any edge of the lane space (by spinning behind a player) with a foot before
the ball contacts the ring or basket (Rule 9.1.3g). Consistent
enforcement of this rule will penalize those players who cheat and will
reduce the frustrations of players and coaches.
